When the Iraqi government prepares deals, there's a lot of press about it. When the money comes in -- and quickly vanishes -- not so much. ARABIAN BUSINESS notes:

Iraq is discussing a “giant” agreement with French oil giant Total SE to build large infrastructure installations, develop oil fields and produce gas, Oil Minister Ihsan Abdul Jabbar told Asharq News in an interview that aired on Saturday.

The minister said he expected the contract to be finalized before July. The relationship with Total will be based on targeting low-carbon industry and capturing all flaring gas, and is set to produce 1GW of solar energy in the first stage. A specialized team from the oil ministry is leading these discussions with Total.

BLOOMBERG NEWS adds, "Iraq this year is also expected to ink a deal to build an oil export pipeline from the southern province of Basra to Jordan’s Aqba port on the Red Sea. A framework agreement may be signed before mid-April, Abdul Jabbar said." Where will that money go? If recent history is pattern, it won't go to the people.

And when someone blows the whistle on corruption? They don't become heroes. Instead, they have to fear for their own life. THE VANGUARD reports:

Hassanein Mohsen spent months protesting against corruption in Iraq. He also lodged complaints against officials. But now he is shunned as a whistleblower and sees only one way out: emigration.

“You can’t live here without paying bribes,” the unemployed father-of-four told AFP. “I’ve given everything I can, and this country is still sinking lower.”

The stout 36-year-old engineer from the shrine city of Karbala said he had been driven to despair by the endemic graft in his homeland, ranked the 21st most corrupt country by Transparency International. In January, the advocacy group said public corruption had deprived Iraqis of basic rights and services, including water, health care, electricity and jobs. It said systemic graft was eating away at Iraqis’ hopes for the future, pushing growing numbers to try to emigrate.

Like most of the government officials, port workers and importers interviewed for this story, this worker cited threats to his life and asked to speak anonymously.

The network they described arises from Iraq's glacially slow bureaucracy, fractious politics, limited non-oil industry and endemic corruption that is itself largely a product of years of chaos in the wake of the 2003 US invasion to topple dictator Saddam Hussein.

Customs provide one of the few sources of state revenues, and to keep disparate groups and tribes happy, many of them close to Iran, entry points are divvied up among them and federal duties largely supplanted by bribes.

"There's a kind of collusion between officials, political parties, gangs and corrupt businessmen," Iraq's Finance Minister Ali Allawi told AFP.

Suitcases of spreadsheets are wheeled into her office, as infuriated MPs storm out. Her unmistakeable voice booms down the finance ministry hallways.

Meet Taif al-Sami, Iraq's budget baroness.

Detractors say she's an old-fashioned micromanager, while fans praise her as a bulwark against pervasive state corruption in Iraq -- and an independent, vocal woman in a male-dominated bureaucracy.

But they agree that the 57-year-old head of the ministry's budget department knows her stuff.

"She stuck out because she filled a gap. She has good administrative abilities and very good financial knowledge," Finance Minister Ali Allawi told AFP.

Sami has the last word on individual budget disbursements, meaning parliamentarians and ministry officials need her to green-light funds for projects, promotions or other payments.

She often spots irregularities, including an attempt by a government ministry in 2018 to score a bigger annual budget by artificially increasing its employees' pay grades and introducing "ghost employees" -- workers that exist on the payroll but not in real life.

"It would have cost the Iraqi state billions of dinars," said Sami, or at least hundreds of thousands of US dollars out of a $100-billion budget.

It's a classic graft scheme in Iraq: that same year, parliament discovered that some $450 billion in public funds had been embezzled since 2003, including in similar ghost employee schemes.

"She has a major role in stopping budget corruption," said a top Iraqi official who worked with Sami.

"The country would have disintegrated without her," said the official, who did not want to be named.

She said that she once requested well-connected finance ministry couriers be changed after finding out they were only sending correspondence if they received a bribe.

Within hours, men in SUVs with tinted windows surrounded her home, demanding the couriers be reinstated.

"Another time, I refused a request from a provincial official and the person involved threatened to drag me and throw me out the window," Sami recalled.

"If I belonged to a party, I'd be untouchable."

The corruption in Iraq is a national scandal. It's why Iraqis have been protesting for over a year now.

It goes on and on. Prime ministers are sworn in with promises that they will end corruption and then they leave office with the corruption worse than ever.

Bad dog, Joe Biden, bad dog!

BULLY BOY PRESS & CEDRIC'S BIG MIX -- THE KOOL AID TABLE

MAJOR BIDEN HAS BEEN IN DELAWARE AFTER AN INCIDENT WHERE HE BIT A SECRET SERVICE AGENT. ASKED ABOUT THE DOG, U.S. PRESIDENT JOE BIDEN STATED, "MAJOR WAS A RESCUE PUP. THE DOG'S BEING TRAINED NOW WITH OUR TRAINER AT HOME IN DELAWARE."

ASKED WHEN JOE HIMSELF WOULD BE TAKEN TO A TRAINER TO ADDRESS HIS OWN UNWANTED TOUCHING AND SNIFFING, JOE ATTEMPTED TO WALK OUT ON THE INTERVIEW BUT FELL UP ONCE, TWICE AND A THIRD TIME.

Iraqi President Barham Salih revealed on Wednesday new legal measures to recover the looted funds from Iraq.

Since 2003, a year after the ouster of Saddam Hussein, almost $250 billion of Iraqi public funds has vanished.

In a televised interview on Wednesday, Salih said that the presidency intends to introduce a code of conduct to put in place mechanisms to recover the stolen money, which may have gone abroad.

"Corruption is dangerous and needs serious mechanisms to tackle it," he added, noting that despite major challenges, a number of rulings took place regarding corruption cases before.

Salih stressed that striking financial corruption was essential to establishing security.

Will the punished include Nouri al-Maliki? The former prime minister and forever thug lives a luxury as does his son Ahmed. This despite Nouri fleeing Iraq in 1979.

That is the common trait of the prime ministers that the US and Iran have imposed upon Iraq -- they are not Iraqis who were living in Iraq their whole lives. They all spent many years in exile and only returned after the 2003 US-led invasion.

Here is a list of all the prime ministers since the start of the US-led war in 2003:

2004 prime minister Ayad Allawi fled in 1971.

2005 prime minister Ibrahim al-Jaafari fled to Iran in 1980/

2006-2014 prime minister Nouri al-Maliki fled in 1979.

2015-2018 prime minister Hayder al-Abadi fled in 1983.

2018 prime minister Adil Abdul al-Mahdi fled in 1969.

2020 prime minister Mustafa al-Kadhimi fled in 1985.

Six prime ministers from 2004 to the present and every single one had fled Iraq.

Would you want to be ruled by a coward? Someone who fled your country and only came back after US troops had landed in your country?

Forget that the prime minister never serve the people, they're also not of the people. Makes it very difficult to establish a legitimate government. And Iraq doesn't have a legitimate government.

That's one of the reasons Iraqis have been protesting since fall 2019. And the response of the Iraqi government? To attack the protesters.

ASHARQ AL-AWSAT reports:

Iraqi Prime Minister Mustafa Al-Kadhimi renewed Wednesday the government’s stance on steering clear from the use of live ammunition against demonstrators.

During a meeting for the Iraqi National Security Council (INSC), the PM rejected attempted attacks on private and public properties and the use of live ammunition to disperse protesters. But he called for providing security forces with the proper equipment to fulfill their duties.

Maybe they keep shooting live ammo because all Mustafa every does is jaw bone about not doing it. No one gets punished for doing it. No one will be punished for doing it earlier this week. It's become obvious that Mustafa is all talk.

MEMO notes:

Protesters in Iraq shut down four government buildings in Dhi Qar Governorate on Thursday to highlight rising unemployment in the region.

The buildings were connected to the directorates of education, electricity, the municipality and the Nassiriya Oil Refinery. Angry protesters also closed the governorate administration and the refinery buildings earlier in the week.

Adam Sullivan (THE GAZETTE) notes:

If the Iraq War were a person, it would have to register for the draft by now but still wouldn’t be old enough to buy beer or marijuana. This week marks 18 years since the United States started dropping bombs near Baghdad.

On this date in 2003, George W. Bush went on television and promised to “disarm Iraq, to free its people and to defend the world from grave danger.” It turns out our government was the grave danger.

It would become a historic foreign policy failure, claiming the lives of well over 100,000 Iraqis in addition to some 4,400 U.S. service personnel, including dozens of Iowans. Nearly two decades in, the war is officially over but America still can’t seem to leave.

In Iowa, with our first-in-the-nation presidential nominating contests and our previous status as a swing state, we’ve had outsized influence on presidential politics over the past couple decades. Twice in my voting life, Iowans have helped nominate and elect presidents who promised but ultimately failed to end the Iraq War. I was in junior high when the war started, but I was old enough to vote in those elections.

Barack Obama used his opposition to military interventionism, flimsy in hindsight, as a key point of difference in his 2008 primary against Hillary Clinton, who supported the 2003 invasion as a senator. Iowans rewarded him with an upset caucus victory that helped propel him to the nomination.

“I’ll be a president who ends this war in Iraq and finally brings our troops home,” Obama told a Des Moines crowd in his victory speech on caucus.

After winning the general election with Iowa’s support, Obama failed to deliver on his 18-month promise for withdrawal. His administration eventually did draw down troop presence by the end of 2011, only to re-engage in 2014 against the Islamic State.

In a letter to the editors of THE GAZETTE, Ed Flaherty writes:

We have spent trillions in the last 18 years on our war in Iraq. Over 4,000 U.S. military members have died, and hundreds of thousands more suffer from PTSD and TBI. We have killed several hundred thousand Iraqis and decimated Iraqi infrastructure. It is time to end our military presence in Iraq. It seems our only purpose there is to have U.S. personnel there as sitting ducks, so when they get attacked, we can escalate our pressure on Iran.

Our invasion of Iraq in 2003 was based on lies. Our continued military presence there serves no useful purpose for Iraq or the United States. This is not a partisan issue, just an issue of common sense and humanity. Support the troops, bring them home.

As noted in Friday's snapshot, US President Joe Biden bombed Syria last week because of . . . alleged Iranian involvement in Iraq. Caitlin Johnstone observes:

So we are being told that the United States launched an airstrike on Syria, a nation it invaded and is illegally occupying, because of attacks on “US locations” in Iraq, another nation the US invaded and is illegally occupying. This attack is justified on the basis that the Iraqi fighters were “Iranian-linked”, a claim that is both entirely without evidence and irrelevant to the justification of deadly military force. And this is somehow being framed in mainstream news publications as a defensive operation.

This is Defense Department stenography. The US military is an invading force in both Syria and Iraq; it is impossible for its actions in either of those countries to be defensive. It is always necessarily the aggressor. It’s the people trying to eject them who are acting defensively. The deaths of US troops and contractors in those countries can only be blamed on the powerful people who sent them there.

The US is just taking it as a given that it has de facto jurisdiction over the nations of Syria, Iraq, and Iran, and that any attempt to interfere in its authority in the region is an unprovoked attack which must be defended against. This is completely backwards and illegitimate. Only through the most perversely warped American supremacist reality tunnels can it look valid to dictate the affairs of sovereign nations on the other side of the planet and respond with violence if anyone in those nations tries to eject them.

Joe's act of war is treated as a shrug by the MSM. Don't look, don't critique, just smile and watch TV.

With a deadly missile strike against an Iranian-backed Iraqi militia position on the Syria-Iraq border Friday, the Biden administration has spelled out in blood the real meaning of the Democratic president’s incessant declarations that “America is back.”

The attack, executed in blatant violation of international law and with no legal authorization from the US Congress, signals that the Biden White House is embarking upon a highly aggressive American foreign policy, escalating the militarism and confrontations pursued by its predecessor, in the Middle East and internationally.

According to Syrian medical sources quoted by Reuters, the US air raid, carried out at dawn on Friday, killed at least 17 Iraqi militiamen. The UK-based Syrian Observatory for Human Rights reported that the strike had killed 22 fighters from the Hashed al-Shaabi, or Popular Mobilization Forces, an official arm of Iraq’s military, which was sent into Syria to combat ISIS. More fighters were wounded, and the death toll is likely to rise.

Ostensibly, the missile strike was in retaliation for a February 15 rocket attack on a US base in Iraqi Kurdistan’s capital Erbil that killed a single Syrian contractor. There is no evidence that the attack on the US base was the work of the Iranian-backed militia that the US struck on Friday, which had not only denied responsibility, but denounced the attack on the Erbil base.

Pentagon officials indicated that President Joe Biden was given a menu of targets and levels of US military destruction to choose from and signed off on the Syria missile strike.

Asked on Friday what “message” Biden was sending with the strike, Pentagon spokesman John Kirby told MSNBC television news, “The message is clear and unambiguous; we’re going to protect our national interests in the region.”

And while it is true that Biden did steal the election, those who truly and legally voted for him now bear the moral responsibility for this crime and all the future crime of the Biden Administration.
Only those who did not vote for the Dems can still say “not in my name”.
All others are now accomplices (before, during and after the fact) to the crime of aggression. They are also to blame for the internal chaos which will result from having a the first “Woke Administration”.

That's The Saker's viewpoint. It's not my viewpoint. I didn't spend the last four years yelling at those who voted for Donald Trump. It's easy to scream and attack voters, I'm not sure how productive it is but I know it's not it's not reality. I didn't vote for Joe Biden -- due to the Iraq War and due to Tara Reade and so much more. But many voted for him with the best of intentions. Joe's failure to live up to the trust some people put in him falls on Joe and not on the voters.

Syria condemned in the strongest terms the US attack in eastern Syria that killed at least 17 people yesterday, stressing it demonstrates the aggressive policies by the new American administration.

Foreign and Expatriates Ministry said in a statement that “In a flagrant violation of the rules of international law and Charter of the United Nations, the US warplanes on Thursday, February 25, 2021, launched a cowardly aggression by bombing some areas in Deir Ezzor province near the Syrian-Iraqi borders.
Foreign Ministry stated that this blatant aggression is a new chain in the series of repeated attacks by the Israeli occupation forces, the so-called “international coalition,” the Turkish occupation, and the crimes of armed terrorist organizations against the sovereignty of the Syrian Arab Republic under illusive pretexts.

” The Syrian Arab Republic condemns in the strongest terms the US aggression against its sovereignty, which contradicts with the terms of international law and the United Nations Charter and with its role as a permanent member of the Security Council,” the statement said.
