Endless wars.

Iraq didn't attack the US, neither did Afghanistan.

But one war is 14 years old and the other is 16 years.

Can't sell them as 'success.'

Successful wars don't last over a decade.

Can't sell them as defense -- again, neither country attacked the US.

Over a million Iraqis killed before this decade even started.

Maybe you could try 'humanitarian' but you'd probably have to quickly add "gone deadly wrong."

Remember when it started in October and was supposed to be over by the end of October?

It's still going.

Now the Iraqi government is saying it will be finished by the end of this month.

195 days of brutal attacks on a densely populated city.

AP reports civilians explain they are trapped and the city destroyed:


Instead, they described a horrifying battlefield where airstrikes and artillery pound neighborhoods relentlessly, trying to root out IS militants, leveling hundreds of buildings, many with civilians inside, despite the constant flight of surveillance drones overhead. Displaced families scurry from house to house, most of them driven out of their homes in other neighborhoods by IS militants, who herd residents at gunpoint out of districts about to fall to Iraqi forces and push them into IS-held areas.
Their accounts underscore how increased use of bombardment has made the fight for Mosul’s western sector, which began in mid-February, dramatically more destructive than its eastern half.
More than 1,590 residential buildings have been destroyed in western Mosul, based on analysis of satellite imagery and information from local researchers, the U.N. said last week. Airstrikes killed 1,117 people in western Mosul in March and April alone, according to Iraq Body Count, an independent group that documents casualties in the war, cross-checking media reports with information from hospitals, officials and other sources.

In comparison, an estimated 1,600 civilians were killed or wounded from all causes during the 100-day campaign to recapture Mosul’s less densely populated eastern half, which ended in mid-January.



This description jibs with the warning Vie PresidentOsama al-Nujaifi voiced at the start of the week.  NRT reports:

Iraqi Vice President Osama al-Nujaifi said the humanitarian situation in Mosul has reached a “catastrophic point” as Iraqi forces engage in clashes with Islamic State (ISIS) militants in western Mosul. 
"The situation is catastrophic amid famine and lack of food and medicine, which make the city live an unbearable situation," al-Nujaifi told a party meeting late Sunday (April 30). 
Some 400,000 civilians remain trapped inside the densely-populated Old City where street battles have raged for weeks. 
The Iraqi VP said hundreds of thousands of families have heeded government calls to stay at their homes because militants may use civilians as human shields.

Molly Hennessy-Fiske and W.J. Hennigan (LOS ANGLES TIMES) report on the US military's assessment of their own counting/reporting.  The US military is having difficulty counting civilians because they're apparently not the ones (the US military) calling in strikes.

So in a country rife with sectarian divisions, with a Shi'ite dominated military attacking a Sunni town, the air strikes are being called in by the Iraqi military.

In what world does that make sense?

It also appears that the number of civilian casualties has risen in recent months as combat has shifted to densely populated west Mosul and the coalition has undertaken the heaviest bombing since the war began almost three years ago.

Raed Mohammed Hasan, 30, said he lost neighbors and relatives, including his 11-month-old daughter, Rania, in an airstrike in east Mosul on Jan. 21. He and other residents say 11 civilians died in that strike, which occurred during the months-long battle to oust Islamic State from Iraq’s second-largest city. Coalition records show a strike was carried out in Mosul that day, but officials say it is not being investigated for civilian deaths.

And it never ends because solutions are not sought.

Nouri al-Maliki was the mid-wife to the Islamic State.

His actions allowed them to rise.

That's on Bully Boy Bush and the Congress of the United States who all agreed to benchmarks for Iraq, remember that?

Congress was going to cut off support if Iraq did not show progress.

Congress was as full of it as was Bully Boy Bush (Democrats controlled both houses them).

But so was Nouri.  He agreed to those 2007 benchmarks.

One of which was political reconciliation.

But he never pursued it, he never enacted it.

And then Barack comes along.

He doesn't make Nouri stop persecuting the Sunnis.

He doesn't demand that Nouri keep the reconciliation promise.

In fact, when Nouri loses the 2010 election (to Ayad Allawi), Barack goes out of his way to overturn the elections results (via the US-brokered Erbil Agreement) and give Nouri a second term that the Iraqi voters did not want.

And Nouri only got worse.

There is still no political reconciliation in Iraq.

And stop pretending that the US government has no power.

They've always had power.

And that has nothing to do with troops or war.

It has to do with Iraq's needs.

    AP's astroturf can be found all over the net, "ISIS now in control of just 7 per cent of country, says Iraq."

    They count on people having lousy math skills.

    Just 7 percent of Iraq?

    Now, just 7 percent?

    I'm confused, when did ISIS control 100%?

    Or even 50%?


    In June of 2014, it's moment of greatest success, it controlled less than a third of Iraq.


    In May of last year, REUTERS reported it controlled 14% of Iraq.

    Since that May 11, 2016 publication?

    May 19th, 2016, Rutbah was wrestled out of ISIS control, June 26, 2016 Falluja is cleared of ISIS.


    All that before the Mosul operation started.

    Three months after it started, they were bragging that the eastern half of Mosul was liberated.

    7% remains under the control of the Islamic State.

    That's appalling.

    That's not a testament to success.

    The headline should be "ISIS STILL CONTROLS AT LEAST 7% OF IRAQ!"

    That's appalling.

    That's before you factor in that the Iraqi forces are aided by, among others, the US, the UK, Iran, Australia and Canada.

    And 7% of Iraq is still under the control of ISIS?

    A report by the British monitoring group Airwars has found that the death toll from US air strikes in Iraq and Syria nearly quadrupled in the month of March as compared to the last full month before Donald Trump entered the White House. Reported civilian deaths jumped from 465 in December 2016 to 1,754 in March 2017, a rise of 277 percent.

    The report was issued in the midst of the media hysteria over fabricated charges of nerve gas attacks by the Syrian regime of Bashar al-Assad, the pretext for last week’s missile strikes ordered by President Trump. It demonstrates that American bombing has killed far more innocent civilians in Iraq, including children, than reportedly died in last week’s alleged chemical attack in Syria. For that very reason, the study has gone virtually without mention in the American media.


    A war on Iraq began with lies from the US government.  The same thing is happening with Syria.

    It wasn't clear what fighting?  Combat mission ended in 2010?  Primarily advise and assist?

    The US is in combat in Iraq.
    By any definition that's reality.
    More to the point, former Secretary of Defense Ash Carter (2/15 through 1/17) spoke of this reality repeatedly to Congress when he served as Secretary of Defense.
    I'm getting damn tired of your all bulls**t and lies because you hate Donald Trump.
    It became combat the minute war planes -- US war planes -- began bombing in August of 2014.
    It was combat before that for the special-ops left behind after the December 2011 drawdown, it remained combat when Barack sent another brigade of special ops in the fall of 2012.
    Does Liar Liptak not know what Tim Arango (NEW YORK TIMES) reported in September of 2012:


     
     Iraq and the United States are negotiating an agreement that could result in the return of small units of American soldiers to Iraq on training missions. At the request of the Iraqi government, according to General Caslen, a unit of Army Special Operations soldiers was recently deployed to Iraq to advise on counterterrorism and help with intelligence.        


    All of that's before August of 2014 when then-President Barack Obama begins the daily bombings of Iraq.

    The Counter-ISIS (C-ISIS) Campaign has entered its third year and we are on track with the military plan to defeat the terrorist organization in Iraq and Syria. Our "by, with, and through" approach and operational level simultaneity strategy are working, and our partner forces continue to build momentum across the battlespace as we pressure the enemy on multiple fronts and across all domains. Together we are forcing the enemy to deal with multiple simultaneous dilemmas (e.g., ground operations, airstrikes, cyber activities, information operations, and discrete interdictions of resource flows). This is putting increased pressure on their operations and command and control capability while stretching their limited resources.


    Kevin Liptak is an embarrassment.

    He's not a reporter.

    And we should all hope he's a liar because the alternative would be that he's too stupid to understand what combat is.


    Wednesday, the commander of CENTCOM, Gen Joseph Votel, appeared before the House Armed Services Committee.

    We'll note these opening remarks.

    US House Rep Adam Smith:  The only issue I want to highlight and hopefully have the General discuss a little bit as we continue in Iraq the problem to my mind continues to be that the Baghdad government is not inclusive enough of the Sunni population.  Uhm, I met with a Sunni tribal leader yesterday.  Uhm, you know, certainly Prime Minister Abadi is trying whereas Prime Minister al-Maliki did not.  But there's not been much improvement. There is still a feeling amongst the Sunni population that Baghdad is more -- is closer to Iran than it is to their own Sunni population.  And to my mind, until we fix that problem, whatever happens in Mosul, whatever happens elswehre, if you have a disgruntled, dissatisfied, pushed aside Sunni population in Iraq, you are going to have fertile ground for ISIS, al Qaeda or whatever extremist groups want to exploit is.  So I'm curious to hear what we're doing to try and re-integrate the Sunnis into the Baghdad government so that it is not a Shi'ite sectarian government but a government for Iraq. I think that will be a great challenge going forward.


    US House Rep Adam Smith is the Ranking Member of the House Armed Services Committee, US House Rep Mac Thornberry is the Chair.


    We'll focus on this exchange.


     Ranking Member Adam Smith:  If you could answer the question I'd raised in my opening statement about where the Sunni population in Iraq is at right now because it sounds like it's still a very deep divide.  Uhm, and while I concur with the Chairman's comments about the civilian casualties in Mosul, I know that the Sunni population is concerned about the fight that's going on there and the loss of life that is going on there from both sides.  They're also concerned about the Shi'ite militias, Iranian-backed militias, and basically the general feeling that this continues to be a Shia run country that is not making room for the Sunnis.  And that, you know, undermines our entire effort, I think, to defeat these groups.  Is that an inaccurate portrait?  Is it better than that?  And what are we doing to try to -- to try to fix what problems we may have?


    Gen Joseph Vogel:  Congressman, the way that I would -- the way that I would characterize is I think in the near term here is -- is as Iraq and assisted by the coalition confronts the ISIS that they're dealing with, there has been some level of local accommodations, some cooperations, some collaborations between different groups really focused on doing this.  I would cite to you our continued efforts to raise tribal forces to bring -- uh, hold forces into -- into these areas -- particularly Sunni areas as, after they have been cleared, we have seen some success with that.  But I would agree with you that, longterm, there is still much work to be done.  I know in my interactions with the prime minister, we frequently talk about this, he is very concerned about it and, uh, and, uh, but also I think recognizes -- uh, uh, the-the balance that will have to be achieved here in the region with a variety of different interests that are ongoing and, uhm, so I-I think he-he-he clearly recognizes that.  But I would agree with you that more will need to be done to ensure that the Sunni population feels, uh, engaged, empowered and, uh, and, uh, a part of -- a part of Iraq and the, uh, Iraqi people. 
    Ranking Member Adam Smith: Quick question on that, the issue of arming the Kurds or Sunni tribesmen, there was frustration expressed that they weren't able to get those arms directly and that it is our position -- our country's position that all of that has to go through Baghdad, basically.  Then I understand that.  Is that accurate?  And how is that impacting our ability to arm the Kurds and the Sunni tribesmen that we want to fight with us?
    Gen Joseph Vogel: In, uh, I-I-I believe that made -- we've made some good progress on that in the last year.  There certainly were some, uh, some issues with that in the past in terms of how it was done but particularly, uh, as we got focused on the operation for Mosul, I think we had a high level of collaboration and cooperation between the, uh-uh, Kurdistan Regional Government and, uh -- and, uh, government of Iraq, particularly as they prepared their plans and prepared their forces for that operation.  I would highlight to you that I think one of the -- one of the key successes here and I think this has influenced the, uh, government of Iraq is the high - the high level of the coordination that took place at the military levels and the security levels as that operation gets under way -- and that continues to this day. And I do believe that is a basis for moving forward. That said, it's something that we continue to keep our -- to keep our eye on.



    You'd stammer through your replies to Adam Smith as well if you were forced to sell no progress at all as some form of progress.
